Local Policing - Your Bobbies on the Beat
I have recently begun a regular weekly article in the West Sussex County Times entitled ‘The Crime Scene’. The first two items have concentrated on who your local officers are and efforts to combat anti social behaviour. The purpose of this message is to reinforce these articles by giving further details of your local bobbies on the beat. Since February your local officers have worked hard to develop the Sussex Police Neighbourhood Policing Team (NPT) model on the district. The recent Government White Paper on Police Reform makes mention of the NPT model and it is very likely that this system will be developed across other Police services. The model is based on teams of local officers who are responsible for problem solving within small clusters of parishes and wards. I have received much favourable feedback from communities and individuals regarding this and see it as vital in reducing crime and improving feelings of public safety. Although each parish/ward has a team of police officers, special constables and police community safety officers supporting it, there are within this model three key roles which I would like to explain to you. Police Sergeant Each NPT sergeant leads a team that is responsible for localised problem solving and improving feelings of safety for a number of parishes/wards. However, whilst on duty the sergeant is also responsible for ensuring speedy and effective response to calls, quality of investigations and the supervision of critical incidents across the district. Lead Officer (Police Constable) Within their team each sergeant has a number of lead officers who are dedicated to individual or small groups of parishes/wards. These officers will, whenever possible, be given the opportunity to attend public meetings, contact communities and individuals reference their concerns and also patrol on foot. Police Community Support Officer PCSO’s spend almost their entire time patrolling on foot or pedal cycle in order to meet with and be seen by the public. They work with the lead officers to undertake local problem solving in conjunction with partners and the public and are crucial in obtaining information about crime and disorder from the community. For example, they are heavily involved in Local Action Teams and our constant battle to reduce anti social behaviour. PCSO’s are able to deal with the following offences: In the event of a PCSO attending a Road Traffic Crash they have the following powers: Non-Injury (damage only) – to apply a risk assessment to the situation, ascertain that everyone is injury free, remove obstructions to allow free passage of other road or foot traffic, ensure that all parties have exchanged details, identify any potential witnesses. Injury Road Traffic Crash – to apply a risk assessment to the situation, ascertain injuries and apply first aid if appropriate, preserve the scene, obtain police and ambulance assistance, establish witness identities, direct traffic accordingly and maintain security around the scene. Offences for which the PCSO is empowered to make decisions regarding action are: - Issue of Fixed Penalty Notice ( FPN ) for dog fouling, littering and riding on footpaths. - Power to request name and address for FPN offences, and offences that cause injury, alarm and distress to another person or damage or loss to another persons property. - Power to request the name and address of a person acting in an antisocial manner. - Power to request a person to stop drinking in a designated public area and to surrender containers of alcohol. - Power to confiscate alcohol from young persons. - Power to confiscate cigarettes and tobacco products from young people. - Power of entry to premises to save life or limb, or to prevent serious damage to property. - Power to seize vehicles used to cause alarm and distress. - Power to require removal of abandoned vehicles. - Power to stop a vehicle for emissions testing. - Power to regulate traffic for purpose of escorting abnormal loads. - Power to stop vehicles for purpose of road check (in presence of police officer in uniform only) - Power to maintain and enforce a cordoned area established under the Terrorism Act. - Driving elsewhere than a road for more than 15 yards (Fixed Penalty Notice or verbal warning) - Failing to Exhibit Excise Licence (Fixed Penalty Notice) - Unnecessary Obstruction of Highway (Fixed Penalty Notice) - Waiting where prohibited (loading and unloading) (Fixed Penalty Notice) - Limited waiting (Fixed Penalty Notice) - Parking an HGV on the Footpath or Verge (Fixed Penalty Notice) In order to ensure you remain up to date regarding who your local police contacts are the list below will provide you with a reference guide. I would emphasise that the district is a very safe place to live, work and visit however within the context of our district I am committed to appropriate resourcing. SHETLAND PONIES INJURED
Two Shetland ponies in a field in Storrington had their manes and tails cut off overnight between 27/11/04 and 28/11/04. The horses suffered no other injuries. Also in Storrington overnight between 28/11/04 and 29/11/04 at a farm, a large quantity of tack was stolen. Entry was gained by knocking out a pane of glass. If you have any further information on either of these incidents please telephone 0845 60 70 999. If you should be offered tack from an unrecognised source you may wish to consider that it could be stolen property. |

SUSSEX POLICE - TACKLING ANTI SOCIAL BEHAVIOUR TOGETHER
LETTER FROM SUSSEX POLICE Dear Resident of Southwater Tackling Anti-Social Behaviour Together Sussex Police have noted a disturbing increase in levels of Anti-Social Youth Behaviour throughout Southwater over recent months, which is causing distress to a number of residents and costing you money. Anti-Social Behaviour covers a range of thoughtless, inconsiderate activity that has the potential to blight the quality of community life for all. This government brought in new powers for the Police and other agencies/authorities to deal with such behaviour under the Crime and Disorder Act 1998. In a recent example Southwater Country Park has been the target of various acts of vandalism amounting to several thousand pounds worth of damage. Horsham District Council’s Parks Services Department and the Parish Council are responsible for carrying out the necessary repair work, but it is important to remember that this cost is eventually met by Council Tax payers. Over recent months, far too many valuable Police resources have been taken up dealing with Anti-Social Behaviour. The time has come to tackle this worrying trend and the Crime and Disorder Reduction Partnership working with local residents can significantly reduce the problem as has been demonstrated in other areas of the country. Anti-Social Behaviour issues are varied and in the same way, solutions operate equally effectively on a range of levels. Many residents will have read about the much publicised Anti-Social Behaviour Orders (ASBO’s) and believe such orders to be the answer to the problem. It is important to emphasise that while such orders are an effective preventative measure and indeed legislation that Sussex Police frequently use, there is much that can be done prior to the placement of such an order upon an individual. If you are a parent and your child is under 18 years, you have a responsibility for their behaviour. So many parents are shocked to discover that their son or daughter has been involved in a situation which has caused harassment, alarm and distress to other residents. Please do not let this be you, take responsibility and be aware of where your child is, who they are with and what they are doing. If you are aware of anti-social behaviour taking place in your local area, please ensure that you report the incident to the Police immediately on 0845 60 70 999 or in an emergency 999. BATTERY RECYCLING
As from last week all household waste recycling sites (Civic Amenity Sites) in West Sussex have contianers for household batteries, i.e., non-lead acid. Batteries that are found in electrical appliances, toys and mobile phones can be recycled by disposing of them in the sweet jar looking battery containers. The majority of these containers will be placed next to the car battery containers already on site. |

YOUNG DRIVERS' SKILLS COURSE
The Young Drivers’ Skills course started in June 2003, and is run by West Sussex County Council, in conjunction with ‘Minerva Accord Training Services’. This innovative one-day event is held at Goodwood Motor Circuit, near Chichester. The course, which is aimed at 17-25 year olds who either live or drive regularly in West Sussex, is part of a Public Service Agreement target to help reduce the number of casualties on the roads in West Sussex. This particular age group account for 20% of all road traffic crashes, with shocking statistics revealing that over 1,000 deaths on the road result from these crashes, each year in West Sussex alone. There are four elements to the course, of which are taken by Advanced Driving Instructors. These include on-road practical assessment, on-road practical tuition, training in skid control, and practical parking tuition - making difficult parking a lot easier. We also offer the chance to drive a Ferrari – to be taken after the course has been completed. This gives the fantastic opportunity of driving 3 laps (approx. 7 miles) of the famous Goodwood Circuit in one of the fastest cars in the world - with a professional driver in the passenger seat. The course costs just £50.00 or £90.00 when including the Ferrari drive. These prices have been greatly subsidised by the County Council, hence offering the course and Ferrari drive at a much-reduced rate. (Gift vouchers are also available). This potentially life-saving course has already benefited at least one young driver in a most significant way. The attendees’ mother called in to West Sussex County Council to thank them for putting the course together, and explained how her son had recently encountered a skid situation, but fortunately managed to avoid it from becoming an awful lot worse. She went on to say how he really would not have known what to do had it not been for the skills he had gained from the course. POLICE NEWS
Horsham Police are appealing for witnesses following an attack on two Police Community Support Officers in Southwater last Saturday. The officers, engaged on Operation Ariadne (combating anti social behaviour and criminal damage in the Southwater area) were speaking with members of the public by the new Doctors'' Surgery in Station Road at around 9.20pm when a lit firework rocket was fired at them by a group of four youths who were standing near the junction of The Forge and Station Road. The rocket landed within 5 feet of the officers but fortunately neither they nor the members of the public they were speaking to were injured. If anybody witnessed this incident please contact Horsham Police on 0845 60 70 999 quoting Crime Number NH1/6783/04. The Fireworks Act 2003 makes it an offence for persons under the age of 18 to possess adult fireworks in a public place. Parents are also reminded that it is an offence to supply fireworks to any person who appears to be under 18. It is also an offence to use any firework between the hours of 11pm and 7am except for specific days which include November 5th. Furthermore it is an offence for any person to throw fireworks into public areas. This was a disturbing attack deliberately aimed at your local police which could also have injured members of the public. It is unfortunate that the misuse of fireworks at this time of the year has become a habit amongst some people. Your local officers will vigorously enforce any breach of fireworks legislation. In attempting to reduce such offences we are working in conjunction with Trading Standards to prevent the sale of fireworks to those who should not have them. Your local police would encourage you to tell us of any breaches of the legislation that you see in order that we may deal with them effectively. This is an example of our continuing focus on anti social behaviour in all its forms. Crime Prevention I would like to highlight to you a recent trend in household burglaries where the offender has been able to walk into the premises or climb through open and insecure windows. It only takes a few moments to shut doors and windows and lock up your house. Best of all it costs nothing, but it is probably the best piece of crime prevention advice we can offer. I would like to reassure you that we attend the scene of every household burglary in order to offer as complete a package of investigation and victim care as we can. A second recent trend is the increasing amount of valuable property being left on display in motor vehicles. Recently thefts have included laptop computers, credit cards, cash and cameras. If its on display then its easy prey for a thief. The number of household burglaries and thefts from motor vehicles continues to fall this year and your local police continue to increase the number of detections of these offences. This means that we continue to arrest more offenders and to bring an increasing number to Court in order to obtain justice for victims. SUSSEX POLICE - OPERATION OTTER
Operation Otter, the Sussex Police planning operation for the security of the conference, has seen more than 1,000 police officers and staff involved, including officers from the Metropolitan Police, Lancashire, Kent, Surrey and Dorset. We have also been assisted by the military, Group 4, Brighton & Hove City Council, Sussex Ambulance and East Sussex Fire and Rescue and are now much better placed to work together in any future emergencies. Ken Jones, Chief Constable of Sussex Police, said: “The people of Brighton and Hove have been incredibly patient over the last week whilst the Labour Party have been holding their conference. With the council and businesses of the city, we have all worked hard to minimise the inevitable delays which they have suffered. “We have also combined to contain the risks posed by international terrorism which are sadly still with us post 9/11. There have been no breaches of our counter terrorism security but trust was breached by a handful of people who obtained conference passes. They had supplied their correct names, addresses and other details but were dishonest with respect to their political leanings. In the event the contingencies in place inside the hall to deal with this known risk worked well. “Around 14,000 people took part in the five demonstrations that took place during the week. Protestors made their points peacefully thanks to superb co-operation from all the organisers, stewards and participants. There were only a handful of arrests during the protests. Again I would like to extend my thanks to all those involved. ”I wish to pay tribute to all the officers and staff involved in the planning and during the week itself for ensuring the safety of the conference and of the people of Brighton and Hove." Mr Mark Dunn, Chairman of Sussex Police Authority, said: "Members of the Police Authority made an extended visit on Wednesday and we were all thrilled by the efficiency and streamlined abilities of this year''s Operation Otter. HORSHAM CRIME & DISORDER REDUCTION PARTNERSHIP
A public consultation event is being organised by Sussex Police, Sussex Police Authority and members of Horsham Crime & Disorder Reduction Partnership about policing in Horsham. This will take place at Billingshurst Village Hall on Thursday, 14th October and starts at 7pm. At the event District Commander Alan Chambers will give an update of policing issues in Horsham,including anti socia behaviour and discuss how we can tackle this problem together. He will also give an overview of police performance in Horsham. The meeting will be chaired by the Local Police Authority Member, Ann Swain, who will tell people about the role of the Authority, what has been achieve within this years budget for policing and the plans for setting next year's budget. This year the Authority set a budget which included the recruitment of 150 extra Police Community Support Officers (PCSO's) and improvements to the service people receive when reporting crime by telephone. There will be a question and answer session and everyone in welcome to attend the meeting. |

VILLAGE FOOTWAY CLOSED PEVENSEY ROAD TO STATION ROAD
Unfortunately, due to approximately £2,500 worth of vandalism to the fencing put in place to facilitate a footway during building works and the fact that the security officer on site was threatened and stoned last evening,in the interest of public safety, it is with regret that the construction company and Horsham District Council in consultation with the Parish Council have had to close this well used community footway for the time being. It is hoped that this footway will be open again (although hopefully a shorter route) in the near future. Please keep an eye on notice boards and web site (if available to you) for further details. PEDESTRIAN PATHWAY FROM PEVENSEY ROAD TO STATION ROAD
The Parish Council are delighted to confirm that Miller Construction the appointed developers for the Village Centre Redevelopment have commenced on site with domolition of the old industrial units imminent. During the development works it has been agreed between all parties that in order to maintain the existing footpath to the village shops that alternative routes will be provided. The current route will be through the existing leisure centre car park, over the bridge and through the gravel car park then left to the southern boundary of the existing industrial estate, then onto Station Road. Please note that this route may alter, and that the parish council will continue to assist in providing information regarding any alterations on their noticeboards, illuminated sign and internet. The intention is that the footpath will be lit, and the leisure centre car park relit once electricity supplies have been restored. The role of a volunteer advocate depends on the needs of the person they help and could be helping that person to examine and understand available choices or supporting them in making a complaint. Lisa Loveman, Manager of Impact Advocacy Service, says: “Becoming a volunteer advocate is a great way of discovering new skills and attributes that can be shared with more vulnerable members of the community as well as building confidence and being fun!” The training course gives a comprehensive induction to becoming a volunteer advocate and people, who complete the course and coursework satisfactory, gain two accreditations from the Open College Network. Volunteer advocates receive ongoing training and are reimbursed in full for any expenses connected to their work, without affecting their fixed incomes or benefits. SOUTHWATER COMMUNITY POLICE OFFICE
The Southwater Community Police Office was formed in Setpember 1996 by volunteers giving their time to man it with a view to supporting the local police officers. The office has recently moved into new premises at 53 Station Road, Southwater. It is proposed to hold an Open Day on Saturday, 31st July, 2004 from 10 am - 2 pm when there will be an opportunity to show the public the workings of the office. Refreshments will be served and visitors will be able to talke to some of the volunteers and Police Support Officers covering the area of Southwater. The Royal Navy Submarine Museum in Gosport Hampshire is currently offering free tickets to help voluntary and charitable groups with their fund raising activities in 2004. HOME FRONT RECALL SCHEME
What is Home Front Recall? It is part of a special Lottery programme (“Veterans Reunited”) set up to award grants to projects commemorating the events that led to end of the Second World War. “Home Front Recall” will fund local activities and projects. What will be funded? Grants can be made to support activities that: · Take place, and involve people who live, in the UK and are local · Commemorate events, activities and contributions of people living and working in the UK during the Second World War. This can include street parties, reunions and exhibitions. The Decision Process The programme is expected to attract considerable attention. In deciding applications, the assessors will consider · How well it links the generations · Whether it has an educational element · If there is a lasting benefit · Whether it is good value for money In addition there will be a focus on projects costing less than £10,000. The programme cannot fund any costs incurred before the grant is awarded; salaries; the creation of physical memorial; national events. Who can Apply? Any not-for-profit group-including clubs and societies, schools and local authorities (including parish councils). Informal groups can also apply. How much is Available? Grants will range from £500 to £20,000. If the whole cost of the project is less than £20,000 then you can ask for the whole amount; or you can ask for a contribution towards a larger project. No organisation can receive more than one grant. The programme will pay a maximum of £10,000 towards venue hire; £10,000 towards exhibition costs; £1,000 to an informal group. How to Apply 1. Ring 08457 458 458 and request an application pack. 2. Complete the application form. 3. Return it, with the relevant documents, to the address on back of the application form. Applications must be received by 31st March 2005 and all activities will need to have taken place by 31st December 2005. Salary £70 per week. The Parish Council requires an NVQ Trainee Administrator to join their small friendly team based in the Council's administration office. This position will ideally suit someone who has just completed their secondary/college education and is interested in developing both secretarial and administration skills. Parking at Junior School - Letter from Resident
Having read the County Times this week, I note that ways are being looked into to reduce the congestion outside of the school. I live in one of two homes - 'Greenacres' - that is situated in the lay-by between the school and the garage. I think the idea that the inner lay-by be used for coaches a great one but would ask you to bear in mind the following: If parking is allowed in the outer lay-by/bus stop - it is still very difficult to see if cars are coming along the Worthing Road and to be able to pull out safely. Ourselves and our neighbour have a shared driveway leading to our individual garages. If all parking were stopped in the lay-by our friends and relatives would have to park in the driveway, thereby blocking access to the garages where we both park cars. Maybe some 'RESIDENTS ONLY' bays could be put in at the dead end part of the lay-by. Thank you for looking at the situation in the lay-by because as stated in the paper, it really is an accident waiting to happen out there. Regards Mrs Sue White |

What is the Handy Van Service? The Handy Van service is a not for profit service carrying out small repairs and minor adaptions for more vulnerable members of the community. All type of minor repairs undertaken, but note do not undertake any decorating or gardening jobs. Who Qualifies? WEST SUSSEX COUNTY COUNCIL CASH BACK INCENTIVE SCHEME FOR REAL NAPPIES
The County, District and Borough Councils of West Sussex have been promoting the use of real (cotton nappies for a number of years). Disposable nappies make up at least 2-3% of household rubbish and in West Sussex we are throwing away a staggering 30 million disposable nappies each year into our landfill sites. The County Council is encouraging parents to use real nappies by making a payment of up to £30 for each child in real nappies whether the parents are washign the nappies at home or using a nappy laundering service. |

OAKHURST BUSINESS PARK
Horsham District Council has successfully completed its development of 14 industrial/warehouse units at Oakhurst Business Park to the north of Southwater. The new estate has been constructed to relocate existing tenants on the Southwater Industrial Estate to make way for the proposed Central Area Redevelopment of the village and to provide six business starter units. It comprises 35,000 sf of modern business space within an attractive setting near the new RSPCA headquarters, just two minutes from the A24. The Council were keen to ensure that the development has been carried out using high quality materials and with sustainability in mind; and the Council is confidently expecting a BREAM certification of "very good". Of the 14 units on the new development - ten units are being taken by companies moving up from the old industrial estate and all but one of the business starter units have also been let. There will be a formal opening ceremony on 5th of December when the Councils Chairman, Cllr. Vivien Lyth will plant a commemorative tree and Cllr. Roger Patterson will hand over the keys of Unit 1 to Mr David Sharpe of Neville & More, the first tenant to move up to the new estate. The existing tenants moving from the Southwater Industrial Estate to Oakhurst Business Park are : Unit 1 - Neville & More -distribution of packaging to the pharmaceutical and cosmetic industry Unit 2 - P.D Kichens - manufacturer /installer of bespoke kitchens and kitchen equipment Unit 3& 4 - Vetlab Services - veterinary laboratory Unit 5 - Tanbury Ltd - MOT and vehicle servicing Unit 6 - TBA Unit 7 - Salmons (Southwater) Ltd - plumbing merchants Unit 8 - Fixing and Tool Supplies Unit 10 - Cartridge Pluse - supply and distribution of computer consumables and office stationery Unit 12 - British Red Cross and, two new company's to Southwater, Unit 11 - South East Installations - manufacture of door moldings, and Unit 14 - RX - Heaven - production and modification of motor car engines. N.B. BREEAM is a comprehensive Environmental Assessment methodology for new buildings administered bt the Building Researcg Estatblishment, that balances environmentyal performamnce with the nedd for high quality and a safe and healthy internal environment. The issues assessed are grouped into seven categories: energyefficiency, water consumption, pollution, materials transport, ecology and land use, health and well being. Abuilding awared with a BREAM certificate, therefore will be efficient to operate while causing a minimum of environmental damage locally and globally. |

LEISURE CENTRE OPEN WEEKEND
SOUTHWATER GYM The gym has now been open for a year and is flourishing. To celebrate this fact we are having an open wekeend on the 18th and 19th October. This gives the chance for anyone interested in using our facilities the chance to find out a litte more information. There is also the chance to have a go on the gym equipment, take part in an exercise class or even have a got at karate. Southwater Leisure Centre also offers a wide variety of sports and activities for every age and interest. Whether you just want a casual game of badminton or fancy a hot workout in one of our specialised dance classes, we can offer virtually anything you want! Our dedication to "Sport for All" is eptiomised by our new junior activity programme for 2004, we are now offering new and improved activities ranging from junior football to table tennis. Our fully qualified instructors will be running our programme of activities Monday to Friday after school. New leaflet available from the Leisure Centre. We continue to offer adult classes and activities including yoga, pilates, body pump, legs bums and tums, fitball and many more. We have just begun a circuits class which is proving very popular so why not pop down and see us at the centre and we can provide a comprehensive guide to what we offer. SOUTHWATER IGUNODON WALKS AGAIN
Some 100 million years ago an iguanodon, a 10-ton dinsosaur walked across a giant flood plain or estuary. In the 1920s the fossil bones were discovered at the village of Southwater near the brickworks. Today those bones are held by Worthing Museum, but residents can see their dinosaur cast in bronze walking with the polacanthus in a unique work of art Horsham's Heritage Sun Dial. At 9 o'clock Southwater residents will also be able to see bricks being made based on a Regency picture of brick making. This three dimensional work of art has been crafted by Lorne McKean who works garners much praise from rsidents and visitors alike who admire her swands in Swan Walk and the Pirie's Donkey and Cart. Funded by sponsors the Horsham's Heritage Sun Dial is the centrepiece of The Forum, Blackhorse Way, Horsham and introduces people to Horsham District Heritage Trail in which Southwater features. |

Would you like to see top quality drama on your village green or recreation ground? How about a concert or film at your village hall? What about comedy or cabaret at the school? The Council is currently seeking to enhance arts and entertainment opportunities throughout the district through an extension of its of its rural touring programme. It is putting together a selection of performers and products that would be suitable for village venues and is looking for interested individuals who would like to work with the Council's Arts Development Officer as part of local programming groups. These individuals will select the entertainment to be offered and will help to organise and promote the events. It does not matter if individuals have only a specific interest in one art form because a wide range of opportunities are targeted at a wide range of venues. If one venue specialises in dance, another in opera and a third in rock music this does not matter as each will benefit from the others publicity and coverage in the Council's various brochures. However, where groups are interested in variety of performances they will have more options to choose from. In order to encourage local groups the scheme will offer guarantees against loss for a limited number of initial performances until the potential of the scheme at various venues can be assessed. The Landfill Tax Credit Scheme (LTCS) encourages a Landfill Operatore (LO) to support a wide range of projects by giving them a 90 per cent tax credit against their donations, or grants to the organisation or Evniornmental Body (EB) managing the project the projects must meet the requirements of the landfill tax regulations which set the following categories for eleigibility: (a) project the involve reclaiming land, the use of which has been prevented by some previous activity (b) projects that reduce or prevent pollution on land (c) projects that provide or maintain public amenities or parks within 10 miles of a landfill site (d) project to restore or repairs buildings for religious workship or of architectural or historical interest within 10 miles of a landfill site. VILLAGE ACTION PLAN EXHIBITION
Following the compilation of the data from the Village Action Plan, the Action Plan Steering Group are holding a public exhibition at Southwater Parish Council Chamber, Church Lane, Southwater on Friday, 14th March 2003 (10 am - 8 pm) and Saturday, 15th March 2003 (10 am - 3 pm). This exhibition will highlight those areas, which are of major concern to the residents of the parish. The question of a village bus transport initiative has been highlighted, this would require the setting up initially of a working committee to progress the idea forward in order that this may be taken back to the Parish Council for them to pursue with other authoritieis. If it is then decided to proceed, it would require a pool of voluntary drivers not necessarily on the working committee. If you are interested in either registering for the committee or as a voluntary driver, perhaps you could contact the Parish Clerk's office in order that she may pass on your details to the revelant committee. There is a Patient Advice and Liaison Services (PALS)in every NHS Trust and Primary Care Trust. Structure Plan Examination by Southwater Action Group
Your Ref. 02929 16th August 2002 Issue 6(ii) STATEMENT OF CASE Introduction. Southwater Action Group was formed when the Horsham District Council made it clear that they were considering Southwater Village as a site for further development in its poorly timed, Local Plan Consultation Document of 2000. The Group responded, in September of that year, with a heavily researched and substantial document. It contained many references from PPGs, The Draft RPG9, a recent Government White Paper, previous Plans and a number of reports by Government Inspectors. The latter included many comments from the exhaustive examination carried out at Wokingham, Berks. which, it was felt, dealt with a similar situation and, although not binding upon other Inspectors, may persuade them to concur to it, in order to maintain a consistent approach. Our Response Document was widely circulated. One of the recipients was West Sussex County Council, where we presume it should have been stored. We feel that it would save time not to repeat it here. We will however refer to it where necessary in order that those who want to seriously consider proposals in this area, can obtain our more substantial arguments. (Copies are available if required). This Group also produced some substantial responses to the Draft Structure Plan. In accordance with the 'Notes for Participants', paragraph 5.1 the following statement does not reiterate them, but is intended to be complimentary to them. Question (a). South West of Horsham Since compiling our response to Policy LOC 1 a vigorous debate has occurred about the likelihood of an Incinerator being installed in the vicinity. Also, even without a second runway at Gatwick, there is likely to be a substantial increase in air traffic. It therefore follows that our arguments about air quality in the North East of the District should be treated with even more validity. The proposed amendments to the Structure Plan seem to refer to a need to upgrade the Western approach to Crawley (A264?) and the junction with the M23. It even refers to the Hop Oast Roundabout. However there does not appear to be any specific mention of the Great Daux Roundabout.
